Construction has begun on two apartment buildings totaling 501 units at Redwood City’s Elco Yards development, with completion scheduled for 2029, according to developer High Street Residential.

The buildings will include 252 apartments at 1555 El Camino Real and 249 apartments at 113 Beech St. The El Camino Real building will also include 5,300 square feet of ground-floor retail.

“We love Redwood City,” said Adam Voelker, with Trammell Crow Company, the parent company of High Street Residential. “Elco Yards reflects our conviction in the Peninsula market and our commitment to delivering high-quality housing where it is needed most.”

The groundbreaking follows changes to the project’s affordable-housing requirements approved by City Council in November 2025. The revisions reduced the number of units reserved for extremely low-, very low-, and low-income households. The developer said the changes were needed to make construction financially feasible.

The new buildings will include affordable apartments, the developer said.

The buildings are part of the broader Elco Yards mixed-use development, which includes housing, office and research space, retail and childcare.
