Flooding has been cleared and SR-92 is open in both directions between SR-35 and SR-1.

A large pile of scaffolding is blocking a portion of southbound S. El Camino Real in San Mateo on Monday morning and police are asking motorists to take alternate routes. 

The downed scaffolding has closed El Camino Real between Third and Fifth avenues, police said. The area is near San Mateo Central Park. 

It's not known how long it will take to clear the road. Southbound bus service is affected by the closure and at least 10-minute delays are expected.

San Mateo County is advising motorists to avoid California State Route-92, as it is closed in both directions between SR-35 and SR-1 with no estimated time of opening due to flooding.

  Streams and creeks are rising rapidly around the Bay Area on Monday morning as an atmospheric river continues to drench the region.

 The National Weather Service said low-lying flooding around Pilarcitos Creek in Half Moon Bay is possible. The creek is rising quickly and was above minor flood stage by 9 a.m. 

Although a break in the rain is possible late morning, more is expected in the afternoon and could contribute to more flooding around the creek, forecasters said. 

Several streams and creeks in the North Bay are also rising significantly, including Napa Creek, Corte Madera Creek and Santa Rosa Creek, the weather service said on social media. 

Flood advisories have been extended through 10:30 a.m. around the San Francisco Bay shoreline and in the Santa Cruz Mountains due to roadway flooding and moderate to heavy rainfall.

The National Weather Service has issued a wind advisory for most of the Bay Area from 4 p.m. Sunday to 7 a.m. Monday.

The forecast calls for south winds from 15 to 25 mph, with gusts of up to 55 mph. People are advised to use extra caution when driving, especially if operating a high-profile vehicle, and to secure outdoor objects. 

The forecast also includes rain starting Sunday, with several inches of rainfall expected as the storm system moves over the Bay Area through Thursday.

The San Francisco Bay area and northern California are preparing for a major storm that will arrive early Sunday morning, expected to bring much-needed rain to the region and several feet of snow to the Sierra Nevada. 

The National Weather Service said Saturday that widespread rain will return to the Bay Area and Central Coast as early as late Saturday evening and lasting through Tuesday.

There will be a wind advisory from Sunday afternoon through Monday and a high surf advisory from early Monday morning through late Wednesday.

Moderate rain, wind and high surf are expected Sunday and Monday in the North Bay (Santa Rosa, Napa, San Rafael), San Francisco (including San Francisco International Airport), East Bay (Oakland, Concord, Livermore, Hayward, Fremont), South Bay (San Jose, Morgan Hill, Gilroy), the San Francisco Peninsula (Half Moon Bay, Pacifica, San Mateo, Redwood City) and the Central Coast (Monterey, Santa Cruz, Salinas, Hollister).

Two to three inches of rain is forecast for most urban and lower elevation areas, and potentially less in rain-shadowed valleys. Three to six inches of rain is projected over the Coast Range and elevated terrain, except along the southern Coast Range — in the vicinity of Big Sur, for instance — where four to eight inches of rain is expected.

Strong winds may produce difficult driving conditions for high-profile vehicles.
