R&M Properties, a local development firm, has submitted a preliminary application to Redwood City to construct 378 senior housing units in the downtown area.

The project, located at 910 Marshall, includes plans for two towers, standing 28 and 20 stories high, alongside 2,871 square feet of retail space to support the development. The site will also have 164 private parking spaces.

The initiative will be filed under Senate Bill 330 and the State Density Bonus Law, legislation designed to expedite approval and offer incentives for senior housing developments. These laws allow the project to bypass some local zoning regulations, such as maximum height limits, enabling the addition of 63 units—a 20% increase over the initial allowance of 315 homes.

This development aligns with Redwood City’s housing element, which aims to introduce a variety of senior living options, including shared housing and assisted living facilities.

In a statement, Steve Reller, Partner at R&M Properties, said, “As our local population begins to age, we expect a massive surge of demand over the next several decades. Our project is intended to meet that dire need.”

The submission of the preliminary application marks the beginning of the project’s development process, with plans to incorporate community feedback in its evolution. R&M Properties intends to file the final application by October, which is pending further review by the city’s planning commission.
