R&M Properties has resubmitted a revised preliminary application to build senior housing in downtown Redwood City, scaling back an earlier proposal that was pulled earlier this year, according to a news release from the developer.

The updated plans, filed July 3, propose 222 units—down from 313—including independent living, assisted living, and memory care. The revised project also lowers the height from up to 30 stories to 21 and includes 1,200 square feet of retail space.

The site will include 95 private parking spaces, 36 bike parking spaces and six motorcycle stalls.

The site at 910 Marshall St. was previously proposed as two towers with rooftop amenities, a pedestrian bridge, and more than 2,000 square feet of retail. R&M filed the original application in March 2024 and followed with a formal submission in September before withdrawing it.

The project is being submitted under the state density bonus law, which allows qualifying developments to exceed local zoning limits and seek flexibility on standards like height and density.

Redwood City’s housing element lists senior housing as a key priority.

The county’s population of adults 75 and older is expected to double over the next two decade, according to Stephen Reller, a partner at R&M Properties.

R&M said it reduced the scope of the project to improve feasibility while still aiming to meet the growing need for senior housing. The project will require environmental review before advancing to public hearings.

The developer says it has met with nearby residents and business groups and plans to host an open house in the coming months.
