Redwood City residents have until the end of the day Friday, April 24, to comment on draft rules tied to the city’s Tenant Protection Ordinance.

The public comment period covers draft administrative regulations, as well as fair rate of return appeal guidelines and an appeal form. The ordinance, approved by the City Council in October 2025 and effective Jan. 1, 2026, includes minimum lease terms, just-cause eviction protections, relocation assistance and a right for some tenants displaced by substantial remodels to return at their previous rental rate, plus any increases allowed under state law.

City officials said the draft regulations are intended to guide how the ordinance is implemented and enforced. The fair rate of return appeal process would apply when a landlord says allowing a displaced tenant to return at the same rental rate, plus state-allowed increases, would not provide a fair return.

Comments must be emailed to housingrwc@redwoodcity.org with the subject line “TPO Regulations and Guidelines Comments” or mailed to Redwood City’s Housing Division at 1017 Middlefield Road, Redwood City, CA 94063. The City Council is tentatively scheduled to consider the drafts May 11.
