To make construction more financially feasible, new plans for the 1.8-acre site at 150 Charter St. cut more than a dozen units and shrunk the project from four stories to three.

The proposal will call for 58 for-sale townhome condos across six three-story buildings. The development will also include parking for 92 vehicles and a compact internal road network designed to accommodate services, including fire access and trash collection.

“Everyone has been looking for the holy grail in the Bay Area, a ‘missing middle’ kind of project,” said Check Tang, president of Studio T Square, the firm designing the project. “Something affordable for sale, really high density close to transit, for people to build equity.”

Nine of the project’s 58 units will be below-market-rate units for moderate income, whereas the original proposal included 11.

The Planning Commission approved the earlier version of the project in May 2021. That plan, designed by Levy Design Partners, called for a four-story development with 72 for-sale condos. The project was never built. 

The pivot from Levy Design Partners to Studio T Square was financially motivated, according to Johnathan Chang, a project manager with Chengde Capital LLC, the developer.

“We think this new proposal, though it may be less units, is something that we can actually bring to life and feel really good about,” Chang said. “It’s a more feasible project in the sense that it can actually be built in today’s economy and market.”

The 150 Charter St. complex would offer 48 three-bedroom and 10 four-bedroom condos. Exteriors are designed with fiber cement siding, plaster and faux-wood panels.

The site is near the Caltrain tracks and is a block from El Camino Real, by Target, while Downtown Redwood City is just over a mile away.

Studio T Square filed plans in mid-July, Tang said, and the estimated cost and timeline for construction have not yet been shared.

The previously approved and current development plans call for the demolition of Mi Rancho Supermarket, a Latino grocery store, whose managers declined the Pulse’s request for comment. The 2021 city documents also identified the grocery store and surface parking for demolition as part of the earlier project.
